Who Shot the Lighter, and Why?

Billy Keen of Pinellas Park, Florida was working an old railroad yard in early October with his Equinox 800. After receiving a deep intermittent signal he dug up this early 1900's pocket lighter with an unusual bulge on one side of it. When he looked it over he saw what appeared to be a bullet entrance on the reverse. When Billy took it home and flushed the dirt out, he confirmed that the bullet was rattling around inside the lighter. A crazy find that begs the question, who shot the lighter and why?
